The Chinese have a contract till late 2011 to mine Barapukaria - underground. After that GOB, if they decide to open cast mine it, will undoubtedly award the contract to someone else.
They are not going to start open cast mining there for at least 3 years no matter how much they might want to. Phulbari they could set in motion tomorrow, they need coal yesterday. Personally I think the whole thing with all the press about open cast mining there is a bit of Asian smoke and mirrors prior to giving the go ahead to Phulbari.
We westerners will never get our heads around the way things operate in Asia, what you see and what you get are rarely the same thing. P
