I am now have TDW Protrader so have access to Level 2 but do not understand how it works

I am looking at VOG and can see the following

Bid volume 399,000 Ask volume 82,396


60,000 5.02 6.85 22,396
110,000 4.50 6.99 50,000
229,000 3.65 10.00 10,000

Looking at the above I can see that based on current orders there are more sellers than buyers, so the price should drop

Why would someone want to pay 6.85p for 22,396 if someone is willing to sell at 5.02 for 60,000? 22,396 is not of sufficient size to cover the 60,000
but the two orders at 6.99 and 10.00 add up to 60,000 so they could buy the 60,000 at 5.02 instead of at 6.99 and 10.00

I would be grateful if any body has a couple of minutes to comment on this
