There was an early Christmas present for backers of Independent Resources (IRG) this week when Italy&#146;s Ministry of Environment gave its flagship Rivara gas storage project formal clearance.  This is a key milestone for the AIM-quoted company which has stagnated in recent years as Rivara became mired in protracted &#150; &#147;exhaustive&#148; is the company&#146;s description - environmental reviews, much to the frustration of management and shareholders<br>
On Monday the company announced the Ministry's Technical Commission for Environmental Impact Verification had voted to allow the project to proceed by &#147;explicitly re-confirming the environmental compatibility of the project's so-called appraisal phase&#148;.  This next stage is designed to definitively confirm the project's technical characteristics and, therefore, its safety and feasibility.  Now the company just needs to receive a signed Ministerial Decree to start work &#150; this is expected early in the New Year.  Shares in the company gained six pence, or more than 15 per cent, to stand at 44 pence, inching towards the highs seen over the summer when press speculation suggested Ministry approval was imminent (unless imminent means another six months, and the experience of IRG and other operators suggests it may in Italy, then those reports were premature...)<br>
Getting this long-stalled project underway would be significant not only for IRG but also for Italy, a country highly dependent on imports for its energy needs &#150; an issue given added urgency following this year&#146;s upheavals in North Africa.  Rivara has a capacity of 110 BCF and could add over 20 per cent to peak deliverability into Italy's heavily strained supply network during the winter season. Indeed, IRG believes the project, which sits in Europe's third-largest gas market and on the main natural gas trunk-line that links Europe's future gas supplies to market, has the &#147;potential to become the most competitive merchant gas storage facility on the continent&#148;.<br>
Rivara is a deeply buried porous reservoir, saturated with brine, and although these highly efficient water-drive aquifers have routinely been used all over the world to store gas, they have never been used in Italy. This has contributed to the delays as the authorities have taken a risk-averse view of this storage solution.  This is where the now-approved appraisal programme comes in, to reduce risks ahead of the Final Investment Decision.  This work programme would lay the groundwork for a farm-out to a large integrated natural gas operator, reducing IRG&#146;s stake to a more manageable level ahead of the &#128;300 million development (and the reservoir would hold over twice that value in gas).  At present IRG has a 75 per cent interest in the project, alongside Italian energy group ERG with 15 per cent.<br>
The company may also seek to separate its gas storage project from its riskier E&amp;P projects, which include the Ribolla shale gas project in Italy, with an estimated in-place gas resource of 540 BCF, and some thus-far disappointing exploration acreage in Tunisia.  In both instances, IRG is seeking to farm-down its equity but it may also attempt a more radical restructuring of the business.  As executive chairman Grayson Nash said at the release of the company&#146;s full year results in November, which saw losses narrow to &pound;1.1 million, gas storage and E&amp;P activities have &#147;very different business trajectories, different costs of capital, different regulatory regimes, and in general terms attract not only different investors but also different partners, customers, and bankers&#148;. <br>
