London Stock Exchange is in talks with UK regulators on the possibility of establishing a trade repository, or electronic data storage warehouse, that would handle over-the-counter (OTC) derivatives. The move is another sign that Xavier Rolet, chief executive, is diversifying the businesses beyond share trading.<br>
The LSE this week agreed to pay &pound;450m to acquire the FTSE International stock index business from Pearson, the education and information group, using existing funds.<br>
<br>
The reporting of trades in ways designed to make it easier for regulators to see who traded what, at what price and with whom is a key thrust of G20 reforms agreed after 2008. One aim is to help watchdogs spot any build-up of excessive risk in the system early on.<br>
That has highlighted the role of trade repositories, which will collect such data under the Dodd-Frank Act in the US and similar proposals planned for Europe.<br>
The LSE has collected data on transactions in the UK equities markets since 1989. The system was expanded in 2007 when the Financial Services Authority implemented Brussels rules which expanded the range of tradable assets captured by the reporting requirement, and handing that function to &#147;approved reporting mechanisms&#148; &#150; of which the LSE was one.<br>
This year the LSE bought the FSA&#146;s trade-reporting system, the Transaction Reporting Service, and is migrating its users over to UnaVista, the LSE&#146;s transaction reporting system.<br>
It is the UnaVista business that the LSE is talking to the UK regulator about the possibility of turning into an OTC trade repository, according to Mark Husler, head of business development for the LSE&#146;s information services group.<br>
He said that, based on this year&#146;s transactions volumes reported to UnaVista, the system was likely to process 1bn transactions next year. That currently includes OTC derivatives, fixed income and on-exchange derivatives.<br>
&#147;We are asking the regulators what they would like to see given that we are already sitting on a lot of the UK data for transactions,&#148; Mr Husler said.<br>
However, the LSE&#146;s plans would pit the exchange against The Depository Trust &amp; Clearing Corporation, which already operates a large US repository. Last week, it announced a &#147;global OTC interest rates derivatives trade repository&#148;, based in London.<br>

<title>A personal viewpoint !</title>
<description><![CDATA[ Xavier Rolet appears to be absolutely determined to swallow a poison pill at any cost..or just needing to do a deal....taking on debt is playing into the hands of competitors whilst weakening its own financial position at the cost to investors small and large some having paid double this price per share...so more dilution and what if interest rates go up in the next 18 months to cut soaring inflation ? perhaps a RI to cut debt...?<br>
Longer term maybe but for now I will sit on the sidelines to buy cheaper at a later date. probably I shall be proved wrong..but there I am only a PI..!  IMVHO<br>

The collapse of the London Stock Exchange's (LSE) bid for the Toronto Stock Exchange left Xavier Rolet bloodied, but definitely unbowed.<br>
<br>
Yesterday he proved he can still pull off a deal when he wants to, buying out Pearson from FTSE International, the index business that compiles the FTSE 100 and a host of related indices, for &pound;450m.<br>
<br>
The deal works on two levels. Firstly, it is a good fit with the exchange's continuing attempts to force its way into the derivatives business &#150; it has already launched FTSE 100 futures through its electronic trading platform Turquoise, challenging Liffe, the London futures exchange. Having full control of FTSE will help the LSE to develop further products.<br>
<br>
Secondly, it fits with Mr Rolet's attempts to seize control of the various nuts and bolts of the exchange business that he doesn't already own. He remains in talks over a deal to buy LCH.Clearnet, which clears trades over the exchange, and two years ago bought Millennium IT, a Sri Lankan technology company, with the aim of securing control of the software that underpins the exchange's various operations and selling it to others.<br>
<br>
Yesterday's deal is anything but cheap. The &pound;450m price tag gives a multiple of 16 times the unit's forecast 2011 earnings. However, to put that in perspective, FTSE has grown revenues and earnings at a compound annual rate of 22 per cent.<br>
<br>
There are strong arguments for holding the LSE. It is the only big Western exchange which is not part of the two major blocs: the Deutsche Borse/NYSE combination and the Nasdaq. With Asian consolidation yet to get going it should command a premium rating, not least because if the LSE falls to a predator it will not go cheaply with Mr Rolet at the helm.<br>
<br>
And yet, trading on a multiple of 10.4 times forecast 2010 earnings, with a respectable yield of 3.6 per cent, it is not expensive. We are a trifle concerned about rising debt levels &#150; deals could yet push debt to twice earnings before interest, tax depreciation and amortisation.<br>
<br>
But that's not yet high enough to put us off buying. Despite operating in a brutally competitive business, we think the LSE's shares are under priced. Buy. By SpikeyDT ]]></description>
