Mongolia, the commodity-rich nation that posted the world&#146;s fastest economic growth in 2011, is on course to pass a law by June that will bar foreign state-owned companies from controlling its key assets.<br>
<br>
The draft law, submitted to parliament two years ago, was accelerated after a public outcry following state-run Aluminum Corp. of China Ltd.&#146;s move last month to take control of SouthGobi Resources Ltd. (SGQ), Vice Finance Minister Ganhuyag Chuluun Hutagt said in an interview. The law isn&#146;t likely to apply to any existing operations, he said. Rio Tinto Group is developing the $6 billion Oyu Tolgoi copper mine in the nation.<br>
<br>
Tightening the legislation would mean Mongolia joins Indonesia and Argentina in seeking to control ownership of resource assets to secure their economic future. The draft law, due to be passed before parliamentary elections next month, will be applied to the bid by Chalco, as Aluminum Corp. is known, and is aimed at ensuring no one country or product dominates the economy, according to Ganhuyag.<br>
<br>
&#147;Investors don&#146;t like it when the rules of the game are changed after the game has started, and changed often at that,&#148; Dale Choi, chief investment strategist at Frontier Securities in Ulan Bator, said by phone. &#147;It would be in the interests of Mongolian people to make a decision based on commercial factors, rather than geopolitical factors.&#148;<br>
<br>
Chalco rose 0.3 percent to HK$3.23 at 3:56 p.m. in Hong Kong, valuing the company at HK$93.3 billion ($12 billion).<br>

Controlling Assets<br>

Mongolia, a nation of 2.8 million people that broke off from Communist rule and dependence on the then-Soviet Union in 1990, wants foreign investment in key assets to be made by entities that represent several nations, Ganhuyag said. The country currently exports most of its coal and copper to China.<br>
<br>
&#147;We don&#146;t want to be faced with one sovereign,&#148; he said by phone from Ulan Bator. &#147;Our struggle to get political freedom was a long one and we cherish that. We will not let foreign government-owned entities control strategic assets in Mongolia.&#148;<br>
<br>
The land-locked country is squeezed between China and Russia, two of the world&#146;s ten largest economies and the No. 1 and No. 3 countries by land mass. China accounts for over 80 percent of its neighbor&#146;s import and export trade, according to the World Bank. Exports to China rose to 92 percent of the total in the first quarter, Mongolia&#146;s statistics office said last week.<br>
<br>
Resource nationalism, or state demands for higher taxes, royalties or stakes, was cited as a growing concern by Rio Tinto (RIO) and Freeport McMoRan (FCX) Copper and Gold Inc. at their most recent earnings. The issue was the number-one concern among mining executives in 2011, replacing capital allocation, Ernst &amp; Young said in its annual risk survey published in August.<br>

Government Review<br>
<br>
Chalco said April 2 that it agreed to buy Toronto-listed Ivanhoe Mines Ltd. (IVN)&#146;s 58 percent stake in SouthGobi in a deal worth as much as C$925 million ($914 million). Mongolia&#146;s Mineral Resources Authority said it would ask SouthGobi to suspend exploration activity and mining on certain licenses while it reviews the deal. Some customers have cut orders because of the request, SouthGobi said May 14.<br>
<br>
Chalco won&#146;t proceed with the deal unless it gets approval from Mongolia, it said on April 25. Yuan Li, a spokesman for Aluminum Corp. of China, Chalco&#146;s parent, declined to comment, saying he can&#146;t provide more information.<br>
<br>
&#147;There&#146;s a big issue of discrimination and foreign investors should be just foreign investors,&#148; Frontier&#146;s Choi said. &#147;You can&#146;t create separate rules for Chinese state-owned companies or Canadian companies. Chalco&#146;s accord is market- based, it represents the way the market wants to go.&#148;<br>

<description><![CDATA[ Ditto- back in today @ 18.75 with a 'small' overhang from &pound;1+ days... I admit this share intrigues me and I have  enjoyed the spoils from spectacular SP rises- no, no great trading prowess, simply my summer holidays coincided with a need for cash!. Undoubtedly high risk but with a reward profile to match, it will be interesting to see how this plays out. Still a small number of shares in issue, and I don't believe that funding is an immediate concern ( though noteworthy that last tranche was done @ 130p if my memory serves me) so if some resource can be booked a significant rerating is on the cards IMO. That aside, cant resist the unknown journey into blocks iv and v - here's hoping it comes good!<br>

I am not overly convinced they need to do a cash raise/placing so soon, I did fish through much information a month or so ago and it was ''fairly''' clear they only used approx half of the total cash they had prior to the 2011 drill campaign. Sure they will not want to drill the pot dry and then go hunting funds but they should have more than enough to kick off properly, Drilling &amp; services are cheap as chips out there and it is all mainly serviced from over the Chinese border, the main reason they managed to do so much on what is such a small amount in 2011. <br>
<br>
Looking at previous cash figures, they had a cash pot of around $54m before the last drill campaign, they had approx $25m left in the Sept 2011 report, allowing for some payments for ongoing works + final billing for last campaign ops then it is likely they have around $20m still in the pot, the next campaign is deeper drilling so will have increased cost attached on a number of fronts but should allow them enough capital to kick off the next campaign without immediate need for cash raise, maybe 4 wells before the need to consider...That said, there is still significant risk attached to Matd, they have a lot of damage to repair to their reputation, a lot got of investors got burned last time so I think a rise possible going into start of campaign, but unlikely this will sky rocket on start of drill, it will take a modest find &amp; A TEST on it to get the pot boiling over.....<br>
<br>
It will be a big disappointment IFF they opt for a placing pre-drill and it will raise more questions than answers as to what &amp; where the remaining cash pot has gone.. <br>

MATD on a day like last Friday did very well. How will it fare tomorrow? - I imagine a market fall as many will be running for cover because of doubts over France and Greece, so if it holds up again - that could be a very good sign. I would have sold GKP recently, but for the BIR's being close to an announcement. (Now wishing I had.) Even so, a change of investing strategy has seen my share holding increase 20%. <br>
<br>
My impression is that MATD were too hasty drilling in 2011. Not enough due diligence and all that. Now they see the problems, they are likely to be cautious going forward, especially as funds may need to be increased very soon. Provision seems to have been given to the board  to raise funds at their discretion at the 2/11/2011 agm: &quot;up to 100,000,000 ordinary shares&quot; (Resolution 7) - correct me if I am wrong!<br>
<br>
So, that would amount to quite a dilution if enacted. Should a placement be issued - at what price? This will be the concern of many potential investors. The sooner these concerns can be put to rest the better. Hopefully,  the new NED's will take an active interest and this year will see confidence return.<br>

<description><![CDATA[ Hey dude, absolutely no problem, To be honest I did bite a little too much from the sheite i was getting from many for stating my points after selling but hey hoo that's the way it is sometimes, it is  shame though as I always try to post with honesty in opinion &amp; fundamentals, good to see you here anyway, I went in on Matd mid 20's and considered it a fair entry point but loos like the Seaq play is at it's best again, taking this down on little to no volume, saying that, they have done it the otherway on nothing too so little to complain about really. <br>

&quot;Funding issues&quot; while hunting elephants - ??? I have been researching this one and I need to do a lot more to try to understand how the market has been playing this one.<br>

Strengthening the management team is a positive, but no announcement yet on the person to supervise exploration. Will there soon be another placement? Was that the reason for the latest presentation? Was that the reason the SP fell soon after it was given? <br>
<br>
On the positive side, drilling virgin blocks in the west does look more promising, based on the initial results of testing. Any comments?<br>

P2G - sorry for misunderstanding you once on GKP. You are a good sort. I came here when I noticed that MATD had kicked the recent downward trend of most stocks. Sorry for those invested from the highs of last year. This year could be good. At the present SP, it does look tempting. <br>

I also took a small stake in the 20's.  Very small - I can write the whole lot off if required.<br>
<br>
There were some positives in the last RNS and given the fact we had a new exploration manager, shift in strategy would be a good thing.  Seems they are not just going to steam ahead poking holes in the ground, regardless of how cheap it is.  However it does ask the question what the f.o.o.k have they be doing all winter, they have had plenty of time to sort that out.  With a limited summer window what the hell are the rigs doing ready stacked when they could be drilling.<br>

WELLLLLL tbh I considered the estimated cash balance, stacked rigs easy to be kicked into action, the deeper prospects planned for the next campaign, the SP in the 20's, ALL said I believed it to be a fair entry point with the reasoning that they were likely to DO SOME BLO.OOOODY DRILLING as soon as the weather/operational window allowed after hibernating all darn winter, it has surprised me a little to see the SP dragged down this low BUT then again I followed it regularly last year and the MM's play movements significantly sometimes on what was small volume to suit themselves.<br>

I am still not fan of the BoD at all, they made such a fe'rkin mess of the last campaign on many fronts, BUT there were some things of worth gained from those drills &amp; I am kinda hoping they may have cleaned their act up somewhat going into this year... I don't hindsight trade, I took the price mid 20's as fair game, the controlling SEAQ MM's are wan'kers,  not happy but not overly concerned YET !!! lol....  <br>
